Human Resource Manager (Executive Resource/Global Mobility)

• Overseas Assignees in positions ranging from Managerial to Heads of Companies.
• Manage full spectrum HR for overseas assignees from talent acquisition, compensation & benefits review, relocation, immigration, learning & development, employee relations, payroll, tax, cost charging and expense reimbursements.
• Partner with senior management & business leaders in talent management, workforce planning and employee relations issues pertaining to the group of overseas assignees.
• Develop, review and implement global mobility policies & procedures and process improvements.
• Partner with hiring managers, Country Heads and Country HR for smooth onboarding & offboarding of new hires, transfers and employee relations matters.
• Liaise with JV Partners on the appointment of overseas assignees as Heads of Companies and on cost-sharing arrangements.
• Manage the global mobility headcount and budget on annual basis.
• Provide cost projections for overseas assignments inclusive deployment of assignees into new, developing markets.
• Verify monthly payroll and advise finance on different cost-charging arrangements.
• Facilitate work permit applications for various countries, inclusive solving complex immigration issues.
• Lead for Regional HR, Global Mobility and Compensation & Benefits.

• Degree in Human Resource or its equivalent.
• At least 5 years of experience in Executive Resource and Global Mobility, working in a matrix organization.
• Has strong stakeholder management experience.
• Proven experience in Global Mobility involving full spectrum of HR and monitoring of headcount & budget.
• Proven experience in Compensation & Benefits, inclusive annual salary reviews & bonus, market benchmarking and benefits enhancements.
• Experience in Global Mobility — work permit applications, home trip approvals and installation & repatriation matters.
• Strong task, cost and time management skills.
• Strong interpersonal, communication and analytical skills.
• Flexible customer focus and ability to handle multiple complex tasks.
• Innovative and creative problem solving ability, conceptual thinking ability.
• Good level of reasoning capability, good active listener.
